ICSS links up with Spanish government

Qatar-based International Centre of Sport Security (ICSS) has struck its first direct agreement with a national government after signing a partnership with Spain’s Consejo Superior de Deportes (CSD).

The agreement is part of an effort by the Spanish national government to safeguard the integrity of sport.

As part of the agreement, the ICSS and the CSD will work together to explore the development of a Spanish version of the Sorbonne-ICSS Guiding Principles for use throughout the Ibero-America region.

Additionally, the ICSS team will work with the CSD to develop a range or educational programmes, and the two parties will share information knowledge and best practice on issues relating to integrity, safety and security of sport. Special events will also be jointly organised to promote sport integrity to young people.

The ICSS already enjoys a working partnership with the Liga Nacional de Fútbol Profesional (LFP), a national organisation responsible for administering Spain’s top two football divisions.

Under this relationship, ICSS has assisted across the areas of sport integrity, providing the LFP with insight, expertise and advice on areas such as enhancing regulations within the the LFP’s charter relating to match-fixing.

“It is clear that the integrity of sport is under threat and that the very morals and ethics of sport need to be protected,” ICSS president Mohammed Hanzab said.

“It is also clear that governments must be at the forefront of the fight against corruption, match-fixing and sport betting fraud.

“This first direct collaboration with a national government, is a crucial step in winning this battle and the Spanish Government and the ICSS are both fully committed to protecting and preserving the integrity of sport.

“Together, we can further build on the work already undertaken by the Spanish to protect sport in their country.”

Miguel Cardenal Carro, president of the CSD, added: “The signing of this Memorandum will allow us to work together with an institution like the ICSS, which is developing major international projects.

“Together, we will open much wider horizons in the protection of sport integrity and promoting the highest ethical standards in it.”

In addition, ICSS has also entered into a similar agreement with the Portuguese Institute for Sport and Youth (IPDJ) to help Portuguese authorities strengthen their efforts to safeguard the integrity of sport.

The ICSS and the IPD will also share information, knowledge and best practice on issues relating to the integrity, safety and security of sport in Portugal and across the wider community of Portuguese-language countries.

Hanzab added: “This agreement, our second with a national authority, is a crucial step in winning this battle and IPDJ and the ICSS are both fully committed to protecting and preserving the integrity of sport. Together, we can build on the work already undertaken by the Portuguese, with its National Plan for Ethics in Sports, to protect sport in their country.”
