At the beginning of 2015, Romania got a place in the spotlight as the legislator had finally managed to set the floor for the local gambling market to be revitalized by adopting several normative acts aimed to create a flexible, modern, and at the same time, attractive gambling legal framework.
Since then, several actors on the gambling market have applied for an interim license. However, in some cases, the lack of transparency of the licensing procedure has led to the unpleasant outcome of having their just issued right canceled.
Today, the waters are far from settling with the secondary legislation and the technical order still not in force and long awaited by industry players.
Many things are yet to be accomplished, as further to the enactment of the secondary legislation, the application for second class licenses opens for suppliers for software and platform hosting services, but also for payment processors and marketing affiliates. And when that finishes, the full licensing process will have opened for the gambling operators, as by then the interim right might have expired.
