Churchill Downs appoints new government relations VP

US gaming and racetrack operator Churchill Downs Incorporated (CDI) has promoted Elizabeth Wester to the role of vice president of government relations, reporting directly to chief executive William Carstanjen. Wester has worked as senior director of government relations for CDI since 2012, and will be responsible for the development and implementation of the company’s political and legislative strategies.

Commenting on the promotion, Carstanjen said that during Wester’s time with CDI she had “demonstrated the knowledge and ability to lead the company’s multi-state and federal legislative advocacy,” adding that he was pleased to have promoted her to the new role.

Wester has extensive experience in government relations, having spent five years as an associate of lobbying firm Floridian Partners LLC, working on state legislative advocacy for a number of clients.

Previously she served as vice president of government affairs for the Florida Bankers Association, advocating on its behalf at both state and federal levels.

Her promotion is the first high-profile personnel move made by Carstanjen since he took on the CEO role late last month.
